黨的十八大以來(lái)，黨中央實(shí)施深入推進(jìn)東北振興戰(zhàn)略，加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，適應(yīng)新時(shí)代改革發(fā)展要求。2016年，《中共中央 國(guó)務(wù)院關(guān)于全面振興東北地區(qū)等老工業(yè)基地的若干意見(jiàn)》發(fā)布。2019年，黨中央、國(guó)務(wù)院對(duì)支持東北地區(qū)深化改革創(chuàng)新推動(dòng)高質(zhì)量發(fā)展作出重要部署。2020年，黨的十九屆五中全會(huì)要求“推動(dòng)?xùn)|北振興取得新突破”。

2021年?yáng)|北三省全年糧食總產(chǎn)量達(dá)2889億斤，占全國(guó)比重達(dá)21.2%，對(duì)全國(guó)糧食增產(chǎn)貢獻(xiàn)率超過(guò)57%；重點(diǎn)領(lǐng)域改革走向深入，營(yíng)商環(huán)境持續(xù)優(yōu)化，創(chuàng)新驅(qū)動(dòng)內(nèi)生動(dòng)力不斷激發(fā)，經(jīng)濟(jì)開放水平逐步提升，綠色發(fā)展、協(xié)調(diào)發(fā)展加快推進(jìn)，在基礎(chǔ)設(shè)施、能源石化、新動(dòng)能培育等領(lǐng)域部署了一批重點(diǎn)項(xiàng)目，經(jīng)濟(jì)發(fā)展后勁持續(xù)增強(qiáng)。東北地區(qū)區(qū)位條件優(yōu)越，資源、產(chǎn)業(yè)、科教、人才、基礎(chǔ)設(shè)施等支撐能力較強(qiáng)，發(fā)展空間和潛力巨大。

下一步，特別是“十四五”時(shí)期，要有新的戰(zhàn)略性舉措，推動(dòng)?xùn)|北地區(qū)實(shí)現(xiàn)全面振興。東北地區(qū)建設(shè)現(xiàn)代化經(jīng)濟(jì)體系具備很好的基礎(chǔ)條件，全面振興不是把已經(jīng)衰敗的產(chǎn)業(yè)和企業(yè)硬扶持起來(lái)，而是要有效整合資源，主動(dòng)調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，形成新的均衡發(fā)展的產(chǎn)業(yè)結(jié)構(gòu)。

In the next step, especially during the 14th Five-year Plan period (2021-2025), we will take new strategic measures to promote the comprehensive revitalization of the northeast. The northeast has good foundations for a modern economy. Comprehensive revitalization does not mean giving undue support to declining industries and enterprises. Rather, it means effectively integrating resources and adjusting the economy, so as to form a new industrial structure that facilitates balanced development.
