《生態(tài)保護補償條例》（以下簡稱《條例》）自2024年6月1日起施行，《條例》共6章33條，包括明確生態(tài)保護補償?shù)膬群鞔_工作原則、健全工作機制，規(guī)范財政縱向補償，完善地區(qū)間橫向補償，鼓勵推進市場機制補償，強化保障和監(jiān)督管理。

Effective on June 1, 2024, the regulations governing ecological protection compensation comprise 33 items in six chapters, specifying details including the connotation of ecological protection compensation, the working principle and mechanism, fiscal vertical compensation, horizontal compensation between regions, market-oriented compensation, and strengthening guarantee, supervision and management.

生態(tài)保護補償是指通過財政縱向補償、地區(qū)間橫向補償、市場機制補償?shù)葯C制，對按照規(guī)定或者約定開展生態(tài)保護的單位和個人予以補償?shù)募钚灾贫劝才拧?/p>

《條例》共6章33條。一是明確生態(tài)保護補償?shù)膬群?。二是明確工作原則、健全工作機制。三是規(guī)范財政縱向補償。國家通過財政轉移支付等方式，對開展重要生態(tài)環(huán)境要素保護以及在生態(tài)功能重要區(qū)域開展生態(tài)保護的單位和個人，予以補償。四是完善地區(qū)間橫向補償。鼓勵、指導、推動生態(tài)受益地區(qū)與生態(tài)保護地區(qū)通過協(xié)商等方式建立地區(qū)間橫向補償機制。五是鼓勵推進市場機制補償。鼓勵社會力量以及地方政府按照市場規(guī)則，通過購買生態(tài)產(chǎn)品和服務等方式開展生態(tài)保護補償。六是強化保障和監(jiān)督管理。
